Downloading something means you are copying data outside your local database. This means if you want to start an app that you’ve downloaded, you have to tell the computer where the data is stored. The computer does not know where the DATA is.
Installer, on the other hand, is not downloading anything. This is just preparing all the things you have to do to run the app you’re trying to use. Like telling where the data is stored.
